[BUG] Search box does not work on Dev

Describe the bug
On dev.ror.org/search, typing a term in the search box on the upper left and pressing Enter has no effect.

To Reproduce
Steps to reproduce the behavior:

1. Go to dev.ror.org/search
2. Enter a term in the search box in the upper left corner
3. Press Enter
4. No search is performed

Expected behavior
Adding a term to the search box and pressing enter should append the query to the URL in the address bar (ex https://dev.ror.org/search?query=oxford) and the page should reload with the matching results.

Working as expected on staging and prod; filters on left col also working as expected on dev
