Need a way for QA to move packages from testing to release

We need a way for QA to move packages that have been published to testing to release [in cooker/rolling] and updates [in 4.0/...].

Preferably along with voting on an update (moves automatically when it gets the 3rd vote to move).

Currently this external tool is being used -- but it doesn't have the 4.0 or rolling trees enabled, so it will be useless quickly.
