I don't have better ideas than this right now, but it's ugly:

$ cat /usr/local/bin/ping
#!/usr/bin/env bash
/sbin/ping "$@"
$ gchmod 4755 /usr/local/bin/ping
$ gchown root:root /usr/local/bin/ping
