stale jobs are getting scheduled even after invoking scheduler.cancel() for all the jobs

When ever jobs are scheduled using the rq-scheduler, the job always remain scheduled. I am unable to delete the stale jobs (scheduler.cancel() dosen't seem to work at all.). Every time i restart the rq-scheduler, the stale jobs start running. I tried deleting all the KEYS in the redis. Even after that i couldn't solve this. Somehow all the KEYS are restored. Can somebody help me solve this and also brief me how the KEYS are restored ?
