it can be like in github:

They would also function similarly, so always appearing in the same order and not being visible if there is no reactions.

Things to note:

Clicking to ADD a reaction would register it to the DB
Clicking on it to remove it would delete the record from the DB

DB would have this info stored:

Reaction ID
Reaction Type: which icon
Review ID: which review the reaction ID belongs to
Username: the person who reacted.
Reaction date: when did they react
