Apparently the separate +3.3V power supplied to the LED board makes the board look like a USB Hub to the Pi.
Failing someone creating a Pi boot software fix, the quick work-around so far is to unplug the USB cable when booting, then plug it back in.
A slightly more complex fix might be to disconnect the +5V line in the USB cable connecting the Pi to the Display.
