The menu related to the LDS, /scan is not shown at rqt:

So far, we have found that the USB cable used can cause the LDS-01 not to be recognized. The USB cable included with Turtlebot3 has the least amount of recognition errors. This may be due to a communication quality issue with the LDS-01.

LDS for robot vacuum cleaners made in China are very cheap. It may be possible to replace LDS with this.
