In your structure configuration file you have a minimum spawn distance set:

  SpawnDistance:
    x: 1000
    z: 1000

Since the x/z coordinates are not > 1000 or < -1000 at your location, it will not spawn. You can set the values to 0 or remove the SpawnDistance option to allow structures to spawn near (0, 0).
