Possibly. Firefox used to be insanely slow at this, which would make the plugin unusable if I ran it every time at startup. However, it appears to be better now.

Another issue is that some browsers will let you store a lot more than the default but will show the user a popup. Sending the user a popup just for including a plugin isn't a good idea.

However, maybe a function that developers can call, knowing the potential for popups, etc. It would need an upper limit though, I believe Opera still allows limitless space as an option users can choose so the function will run infinitely without an upper limit.
