infra: set up s3gw.tech telemetry server

What needs to be done

Something needs to act as a server for telemetry purposes, logging reported information and replying with the latest available version.

This should work for both the s3gw container and the s3gw-ui container.

Why it needs to be done

So we can gauge traction and project usage out in the wild.
