I'm using cotire at https://github.com/TrinityCore/TrinityCore but I've noticed a slow down in this project development and I was wondering if it is still actively developed or if users moved to another fork.

Simply put, this project is dead, it causes new cotire-specific issues when implementing PCH and requires to learn yet one more component in the complex task that setting up a crossplatform project it.
If you are thinking about migrating to cotire, I suggest you to look for a more-active project.
This is not only "simply put", but wrong in my opinion. (Even a little unfair towards the author and contributors. Let them announce such "Project Status", please!)
For us, cotire works well and saves tons of compile time.
