Define the backend in settings.yml.

Currently we have a lot of configuration options defined in settings.yml, and it's expected to keep growing. This means that it's very likely that we'll need to modify it (or the user defined local alternative local.yml) to run some tests. So, I think it would be more consistent to also move the backend selection into the settings/local file.
