Provide a mechanism for cleaning ActiveStorage assets after an application uploads a file

Currently for the 2.0 reimplementation, https://github.com/samvera/browse-everything/blob/2.x-stable/app/jobs/browse_everything/upload_job.rb#L69 is where ActiveStorage is used to provide access to a cloud-hosted asset. While this copies the bytestream to local storage, there is no mechanism by which to clean the ActiveStorage entry (as well as the linked file) once the file has been uploaded.
