For many developers who are learning/helping with the relevant technologies in sandboxie, they may not have driver certificates, but they need to debug sandboxie when they encounter problems. 
Debugging sandboxie can be cumbersome due to driver certificate and service signature verification issues.
Whether in the future, when the release, there is a separate zip package to store the relevant release version of the pdb
