Rather than rely on inconsistent Windows startup folders or phenix-startup services for Linux, move towards using miniccc for all startup tasks including setting IPs. The only prerequisite for any image would be: miniccc must be running at boot. For Linux, this is already accomplished using phenix image miniccc-inject, and for Windows would require a pre-bake of virtio drivers and a scheduled task.
