Timer runs with THR output at idle ( -100 )

What steps will reproduce the problem?

Adding a cut-off switch to THR for safety reason in THR mix ( !GEA  i- )  and 
the timer is set to Thr%, the timer will still run with THR stick movement 
although output remains at -100.    

What is the expected output? What do you see instead?

Timer should NOT run

What version of the product are you using? On what operating system?
