Licence information is missed #17

Hi!

I was going to fork this amazing project but then noticed that it does not contain any licence information. So GitHub says the default copyright laws apply and I don't have legal permissions to change your code (and probably even copy it): https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/licensing-a-repository#choosing-the-right-license

Was it done intentionally? If not, could you please add the appropriate open-source license to serum-explorer?
