Fix/clean/interpret statute and set IUCR offense

After implementing #7. There are a few thousand records that didn't have statutes that I could look up, either because they had a really mangled format (for example multiple values in one field using odd conventions) , a statute that mapped to multiple values, or an ILCS statute that didn't map to an IUCR offense.

Some of these can probably be grabbed with a different regex to parse out the value, but some will probably need to be interpreted by hand.

This is blocked on sc3/cook-convictions-data#3
