I now get (I think) the meaning of the URL:

This allows an external entity to create a URN that associates any arbitrary chunk of Homer with a dictionary entry. I figure out that Achilles is entry 312 in Cunlifffe's bio dictionary. I create a URL such as that above and I get the text and dictionary entry.

I had been puzzling a bit over the URL

I realized that "2.312" means "Cunliffe dictionary 2" (the named entity one) "entry 312"

So I could change the URL and get a random word from the lexical dictionary below.
