Stellite v1.2.1.0 'Chromium v2'

This release makes use of @zawy12's difficulty adjustment algorithm with @masari-project's modifications to help with our difficulty oscillations. So huge shoutout to those people!

The chain is set to hard fork at height 67500, this is a mandatory update for all Stellite users.

This release contains some name fixes and also some remnants of the 202162 block fix bug. Update is mandatory for all Stellite users. The new upcoming GUI will contain these binaries.
