I read the example as a "fødselsanmeldelse barn" with a reference to the trigger "ENC". In the reporting guide from SDS the trigger of a "fødselsanmeldelse barn" should be a diagnosis. Is this an error?
In the example I cannot find a reference to an "EOC". In the reporting guide from SDS a reference to EOC is mandatory. Is this an error?

No.
The examples on art-decor are used to illustrate valid submissions.
While the example would give a warning when submitted, it still is a valid submission.
No.
In the case of a reference using Internal/External Episode Of Care Act the episode of care reference is given explicitly, and in all other cases implicitly through the transitive closure of an episode of care with the exception of the edge episode of care element link -> episode of care.
I have a couple of question to the example provided in the DK Observation Organizer Section (http://lpr-art-decor.westeurope.cloudapp.azure.com:8080/art-decor/decor-templates--lpr-?id=1.2.208.176.7.1.10.74&effectiveDate=dynamic):
