  1. This is a question I cannot answer in general, it is really up to you. If you have different sources of uncertainty that are in no way correlated you might as well combine them but the result should not be affected. Note that two staterror on the same sample are not a good idea (see previous reply). The shapesys numbers should sum in quadrature, you can confirm that by giving it a try (if you do it correctly, you will see the fit results are unchanged).
  2. No, you can use many different modifier types on the same sample. What I talked about is that you should not use two staterror on the same sample.
