Direct to RHSCL Packaging guide and/or add a warning about possible end of the site #125

Most of the folks seem to go to the page to check the Packaging guide. More recent version of the packaging guide is actually available without need of authentication at [1].

We should ideally replace the link to the guide to direct folks to that page [1] and ideally also add a warning somewhere visibly that the page might stop exist at some point (as RHEL7 is getting EOL next year [2]). It's better if people learn to consume the guide from a different place before the web stops existing.

It should also be noted that copr-specific packaging instructions [1] are not included in the guide at RH [2].

Depending on whether copr will still be the approved way to build RPMs for inclusion in an official directory like this site going forward, copr-specific instructions may need to be incorporated into the RH version and be extended to cover spec files for main packages [3] in addition to that of the metapackage.
