Fullscreen mode isn't responsive to rescaling #9757

Expected Behavior

Fullscreen mode should fill the screen when the browser is resized
Proposed fix included in #9753

Actual Behavior

Fullscreen mode is determined when entered, but does not respond to browser rescaling

Steps to Reproduce

launch full screen mode
rescale the window
