Where do we put stuff here?

Could copy:

• zarr-developers/governance

Could also distribute stuff like:

• nfcore just puts this stuff directly on the website
• Julia's one page doc:
• Numpy's governance section (in their devdocs)

I do like having a specific place for these discussion to happen.

Think that rendering some markdown files from here on our future website would be a good enough start. A /governance URL with some subsites should be fine.
