improve the vizdb pipelines table

The vizdb.sdssid_to_pipelines view currently contains only sdssid, and boolean flags if it is in the reduction tables. This info may be incomplete, as we may want to include the catalogid and which release the astra data come from, to fully understand how something "has been observed".
