Running Allennlp on macos native

I wanted to get allennlp to work on my macos machine and a newer python version, so I made that happen with upgrading some dependency versions and some code changes where the API had breaking changes. I'll also do a PR after I'm done with the exercise so there hopefully is an easy solution going forward.
