Method classification dialog improvements

Remove requirement of always having at least one type selected for each method. This requirement should be enforced when user attempts to saves changes and not prior to saving.

Instead of using radio buttons, to switch between view for updating types/CWEs, a tabbed interface could be used to make the interface more usable.
