Right-to-left and On-Premise version

Hello, my name is Avi.

Hi, I am looking for a solution for a service shop for my IT department at the Tel Aviv University.
Any solution applicable must have some basic capabilities, like:

1. Able to describe and name the service in Hebrew
2. Able to be displayed right-to-left
3. Potentially installed on the on-premise DC
4. Has good connectivity (API) with (sample example):
   4.1 Billing system/ERP
   4.2 Email
   4.3 Workflow engine (for activating and performing back office processes)

I would be very happy to get your input.
If this product is not suitable for these requirements and you are familiar with one that does - please do not hesitate to tell.
