Add a report for new failures in the past N days

We should add a link to http://build.servo.org/intermittent-failure-tracker/search that retrieves the names of tests that had >1 failure recorded in the past N days, and prior to that had 0 failures for the past 30 days. This will allow us to better notice tests that are suddenly failing more than they used to.
