This will allow for users to edit rewards for viewers as well as other various configuration items

I've opened a pull request to cover this issue, still needs some work on it though.

The framework for the configuration system has been completed. This issue will stay open, however, until a configuration for each feature system (subs, bits, points, etc) has been implemented.
