[BUG] hydrogen pumps don't connect to nearby pipes on mapload

Reproduction:

Load in a hangar. Load in any other map to fix the OTHER atmos bug.
Put merits in hydrogen pump. Turn on Pump. Watch as Pump fills with gas but the connected pipe or volume pump does not.

Replacing the same pump or pipe makes the hydrogen pump work properly.

if you figure out a simple solution before #3202 is in, let me know so I can add it to that PR.

made this a bug report since I've got no idea how to fix it and it's not obvious to fix ingame.
