[FEATURE] Enhance Slackbot in the shipwright community

Current Situation:

The Slackbot in the #shipwright channel currently sends reminders for meetings.

Proposal:

Enhance the Slackbot functionality to welcome and guide new users when they join the #shipwright channel. The bot would provide useful information that helps them get started with the community.

Suggested Enhancements:

• Greet new users when they join the channel (it should be visible to them only)
• Guide them on how to contribute:
  • A link to contribution guidelines.
  • Repos where they can start contributing.
  • Any good first issues to help them get started.
• Information on who to contact for specific queries.
• Inform them about the community meetings.
• Mention them key knowledge areas that can help them contribute quicker.

Benefits:

• This will provide new users with clear guidance on how they can get started with contributing in our community.
