e.g. .shoov.yml not found is not an error.

Also add the CI build ID to the json, for easier grouping of messages.

How I understand internal error it's error happened in docker or any nodejs logic, inner modules like request and etc. Are we should upload internal errors to Loggly?

What we should do with another type of errors, probably they have name outside errors :) It's errors about incorrect .shoov.yml or if this file is missing, something more? Are we only should notice backend about these errors?
