How could I update the Shutter 0.99.2-4 which is included in the ZorinOS APT software 'store'.
I am trying to see if there is a way to get the newer/newest 0.99.5-1 which is referred to on the Shutter Releases page.
Zorin 17 (released 12/2023) is based on Ubuntu LTS 22.04 FYI.
I installed Shutter 0.99.2-4 from the Zorin APT store and that is the only version/repo source listed.
Ubuntu Shutter releases all show 0.99.2-4 for both LTS 22 and LTS 24. There is a single reference to 0.99.5-1 for "Oracular" which I am guessing is the next, in-dev version of Ubuntu.
Is there a way for me to update Shutter on my Zorin 17.1 to this newer Shutter?
Will it be a better user experience?

And, 2.)
Currently, when I use Shutter, it will only take a full DESKTOP screenshot. the "Selection" menubar item is grayed-out, and offers the tool-tip of: "Can't take screenshots without X11 server".
If I am able to update Shutter to v 0.99.5-1, will it be better?
Or is there some other step I need to take to have Shutter be more functional?

In principle, Shutter can be downloaded and run from the unpacked folder without installation. You can even install it on your file system, see https://shutter-project.org/downloads/source-code/

Of course, this way you won't get any updates in the future. You should uninstall the Shutter package to prevent file conflicts and also install the new dependency libmoo-perl.

Regarding your second question, this is #187 and currently there is no fix for this. There is a draft PR which you could test if you are curious, but, as it is a draft, it might be not completely usable yet: #667
