There is no official user guide. The GUI should be self explanatory, command line options can be found in the man page with man shutter or at https://shutter-project.org/faq-help/man-page/.

There are blog posts presenting how to work with Shutter around the net, for example, https://www.reallinuxuser.com/shutter-is-the-best-screenshot-tool-for-linux/
