talosctl is now in homebrew core which conflicts with this tap

A contributor has added talosctl to homebrew-core (Homebrew/homebrew-core#201059), which I think takes precedence over formulas in tap's: https://docs.brew.sh/Taps#formula-with-duplicate-names

That means the install instructions in this repo no longer work for installing the formula from this repo. That also means that talosctl doesn't necessarily need to be provided from this repo anymore as homebrew-core will auto-update talosctl on new releases.
