[FR] Allowing exclusion of tags in page picker

When using the page picker with the filter phrase you can select tags by e.g. entering #tag. It would be nice to also have the ability to exclude such tags. E.g. with !#tag2 or so.

This issue was basically moved from the forum to Github on the advice of Zef. Thanks for thinking about implementing it at some point (maybe). (;
