Animated icon for save and publish

User Story

As a CMS user, I want an indication that a block is being saved or published while editing it inline, so that I’m sure of the state of the block.

Acceptance Criteria

• When you save or publish an individual block, the block icon indicates that it has been saved or published (loading and state change).
• If the whole page is reloaded as part of saving or publishing, the scroll position is remembered if the whole page is reloaded and if the block was expanded when saved/published.
