Configuration to opt-out of in-line editing globally

Given that in-line editing is a new feature on the master branch it makes sense that we should give developers the option to opt-out of in-line editing entirely.

I'm envisioning some sort of global disable configuration on BaseElement. If globally disabled, all block types will indicate they are not in-line editable.
