Allow for adding webhooks from cli/rpc. These are urls and a series of filters required to trigger on incoming tx:

url: string REQUIRED
address: string OPTIONAL
tokenIdHex: string OPTIONAL
...

This would be useful for building applications where you want your wallet to let you know it has received a transaction.
