[Docs] Clarify that setup for task should avoid installing other version of ray in base env #3082

A user experiences an issue that job does not output anything and fails after installing ray==2.6.3 in the setup.

I would like to work on this issue. Would you specify what would the best place for the documentation to have this "warning" ?

or I can just add it with the "Note" on the Installation Page in the documentation

One proposal would be adding our ray train example as a section called Excuting a Distributed Ray Program, at the end of the distributed jobs doc and add a warning there saying don't install ray in the base environment.

This issue is stale because it has been open 120 days with no activity. Remove stale label or comment or this will be closed in 10 days.
