Strange behavior when deploying an instance identical to an existing one #3

e.g.,

[17:00] uct2-int.mwt2.org:~/atlas-squid/atlas-squid-uchicago-af-1 $ slate instance info instance_JuVpDGq3enQ | grep Instance
# Instance to label use case of Frontier Squid deployment
# Generates app name as "osg-frontier-squid-[Instance]"
Instance: "af-01"

This instance is already running on the cluster.

If I mistakenly try to create a new instance using the same values file..

Run BEFORE="4abfa7395b49f678791fbe6e14cdfb952aab3a17"
M	atlas-squid-uchicago-af-1/instance.yaml 

Skipping file M	atlas-squid-uchicago-af-1/instance.yaml

Is this the expected behaviour ?
