Does the PoC need to require squash commits?

It currently expects the prior commit to have an attestation, I think if we don't require squash commits then the prior commit could be some floater commit associated with the PR, which will be difficult to reason about.

Does that seem right?

We may also want to require linear history as we don't support multiple parents, etc.
