New Feature: exclude chart IDS where specified label is present

Example:
suicidality-NOS in the suicide study means not-otherwise-specified and the researcher has determined "this is a bad chart that we shouldn't use". This happens from time to time, this type of exclusion is not limited to just the suicide study.

Workaround: just dont include that Chart ID in the config file (hence not urgent requiement).

There is another workaround too, of using the ignore key:

ignore:
  - encounter-id
  - label-studio-note-id

And that will also ignore those notes. Less automatic than this feature request wants, but also a good stopgap.
