Cancer incidence on Community Area pages are not displaying most current year for Chicago #409

For all of the cancer incidence indicators

Years are different for CA and Chicago on the CA pages (Chicago year should be the most recent, as the CA is)

More recent Chicago data are available on the indicator pages
