Add definition to Chicago outline on map #36

With expansion into Cook County we show counts of CUTGroup testers by city, except for in Chicago we show by ward. It would be good to add an outline or something to show all of Chicago as a city, but still keep the ward outlines/counts visible. It will then be easier to tell then that Chicago wards are not their own city.
