Based on my tests, I think the fact that you can declare arrays as const got missed by smarty. When using {$smarty.const.USER.username} I always receive the message Array to string conversion. Checking the compiled template, I see the check for defined and the wish to html escape the const in form of a string, even it might be an array in some cases.
