create utility that detect language

several of our components need a language input.
Currently the components do not run without such an input.
As such the UX is not fantastic if the user has to define the language.
Imagine for a very large number of repos, users having to manually define languages for each and track what language runs on each repo, that's unsustainable.

Let's containerize a language detector that can detect the languages as part of the component and then we can have one tool execution per language if the user does not want to override it.
