According to the openrepos comments there isn't support for firmware 3.8.2. Some quotes:

01/15/2016:

Since upgrading my pebble steel to v3.8.2 nothing works aside from the ping function. Is there a simple fix, or is the new firmware to different?

12/29/2015:

I have updated to version 3.8.2 my pebble, ping works, the only notifications I receive are incoming calls and missed calls.

12/16/2015:

hi, I upgraded pebble with firmware 3.8 but no more notifications even if the smartphone is perfectly paired, it also works the ping, but nothing else ... :)

So it seems that there isn't support for 3.8.2 firmware.

I have Pebble steel with 2.9.1 and I can't bring myself to upgrade to 3.8.2 because of mention issues.

There is much things missing for firmware 3.8.2 so it does not make sense to update the pebble yet. You loose many functions in pebbled, when doing so. See the features currently working for Pebble Time. It's not anywhere near feature complete yet. Even if notifications are enabled again, APP support is not really their.

So stay at 2.9.1 until someone with a pebble finds the time to really implement the Time Api in pebbled.

The small amount of timeline support that was there was chosen based on hardware id, so for the pebble time and round only. I changed it to be used for software versions greater that v3, so you should get RobertMe's timeline notifications for pebble classic and steel on the new firmware now.
